BCDA starts bidding for New Clark City utilities

The Bases Conversion and Development Authority has started the tender process for the selection
of joint venture partners to design, build, finance, operate and maintain power and water
distribution in New Clark City which is envisioned to be Asia’s premier economic hub.

Invitations to bid were published in major broadsheets today, May 16, for the selection of a joint
venture partner to develop the electric power distribution system, and another one for the water and
wastewater infrastructure in the said new metropolis.

Interested proponents may purchase the eligibility documents and the information memorandum on
the two projects at the BCDA corporate office, for a non-refundable fee of Five Hundred Thousand
Pesos (Php500,000.00) each.

A Pre-Eligibility Conference for both utilities will be held on May 29 at the BCDA office in
Bonifacio Global City. The pre-eligibility conference for electric power distribution is scheduled at
10am, while the pre-eligibility conference for water and wastewater infrastructure will be held at
2pm.

BCDA targets to award the contracts for both projects by September 2018.

The 9,450-hectare New Clark City is envisioned to be the country’s first smart, disaster-resilient,
and sustainable city. The first phase of the development covering 60 hectares will feature the
National Government Administrative Center that will house back-up offices of various government
agencies and a world-class sports complex being constructed in time for the 2019 Southeast Asian
Games.

The new metropolis will also have mixed-use of residential, commercial, agro-industrial,
educational institutions, and other information technology developments.

New Clark City design plan a showcase of PH identity

The New Clark City is not only designed to be the first smart, sustainable, and resilient metropolis,
but also a showcase to the world of the Philippines’ cultural identity.

Sylvester Wong, vice president for strategies and development of AECOM, one of the main master
planners for the New Clark City, said this during a briefing with members of the local and foreign
press in Clark, Pampanga.

“It’s a dream of many planners and people passionate about cities to start from scratch. It offers a
lot of opportunity to do things right so that you avoid congestion issues, you’re future-proofing for
users and locators, residents and tenants but it doesn’t mean you start from nothing. It is about
celebrating that cultural and natural identity that’s already on the site,” Wong said.

“On the long term, it’s about realizing that this is not just a piece of land to fill up; this is part of a
national strategy. This is part of a nation who we saw is now at the top of the investment list,” he
said.

The 9,450-hectare New Clark City being developed by the Bases Conversion and Development
Authority (BCDA) together with its private partners is envisioned to be the “showcase of the
Duterte administration’s economic strategy.” It is one of the BCDA’s projects under the Build,
Build, Build infrastructure program.

Architect Royal Pineda of the Budji+Royal Architecture+Design said the New Clark City will
present the “soul of the Philippines.”

“This is not just the face of Clark, but this is the face of the country. Hopefully this time, we really
get to present to the world our modern and present status as a country, as a nation, that we are ready
for business,” said Pineda.

Part of the New Clark City is the 200-hectare National Government Administrative Center (NGAC)
which involves the development of back-up offices of various agencies to ensure continuous
business operations and services in case of disaster or national calamities.

Phase 1A of NGAC, which covers 40 hectares, also features the construction of world-class sports
facilities to be used for the Southeast Asian Games in November 2019. Designs and materials for
the construction of the facilities are all distinctly Filipino.

BCDA President and CEO Vivencio Dizon said New Clark City can be a model for future
developments in the country.

For Surbana Jurong, BCDA’s development management partner for the full implementation of New
Clark City, the new metropolis will also help decongest Metro Manila.

“For many big cities in the world, the way to develop is really to develop outward in neighboring
cities so that you have a twin city and you have new activities around the area. And I think New
Clark City will play that role vis-a-vis Manila,” Surbana Jurong Chief Executive Officer Teo Eng
Cheong said.

Engr. Patrick Nicholas David, president of MTD Capital Berhad’s local unit AlloyMTD, said the
NGAC, modelled after Malaysia’s Putrajaya, will improve efficiency and productivity.

“The NGAC will bring government offices closer to make sure that there is efficiency in doing
business, efficiency in delivering government service,” David said.

“Our vision is not for us to travel around Metro Manila’s traffic just to get our business done; it’s to
make sure that it is efficient, conducive and productive.”

Meanwhile, real estate developer Filinvest Land Inc. seeks to improve the quality of life in New
Clark City as it is now in the primary stages of transforming 288 hectares of land inside the new
metropolis.

“With the New Clark City, we are partnering with the government in building the Filipinos’ dream
city with the help of the world,” Filinvest Senior Vice President and Cluster Head Francis Ceballos
said, citing BCDA’s partnerships with industry-leading firms.

DBP Grants PHP9.5 Billion Loan to Alloymtd for Construction of Government Center in New Clark City

DBP GRANTS PHP9.5 BILLION LOAN TO ALLOYMTD FOR CONSTRUCTION OF
GOVERNMENT CENTER IN NEW CLARK CITY

The Development Bank of the Philippines (DBP) and construction firm AlloyMTD signed today a Php9.5
billion loan agreement for the development of the National Government Administrative Center (NGAC) at
the New Clark City (NCC) located in the municipalities of Capas and Bamban in Tarlac.

DBP Chairman Alberto Romulo, DBP President and Chief Executive Officer Cecilia Borromeo, AlloyMTD
Chairman Isaac David, and AlloyMTD President Patrick Nicholas David led the signing ceremonies held at
the DBP Head Office in Makati City.

According to MTD Philippines President Nicholas David, the Php9.5 billion loan represents 75 percent of
the Php13 billion budget to build the first phase of NGAC. The rest will be the equity counterpart of MTD.
The project is a joint venture between State-owned Bases Conversion and Development Authority (BCDA)
and MTD.

BCDA President and CEO Vivencio Dizon who was also present during the ceremony said, “With this loan
agreement, a world-class facility will soon rise at New Clark City. The modern metropolis will be the next
growth driver in Luzon and serve as a premiere center of economic growth, true to BCDA’s mandate.”

The DBP Board approved the loan agreement on March 21, 2018 shortly after the Philippine Competition
Commission approved on March 13 the joint venture between BCDA and MTD.

NGAC broke ground in New Clark City on January 23, 2018. The 40-hectare Phase 1A of the project
involves the development of disaster-resilient back-up offices of various government agencies, world-class
Sports Stadium with 20,000 seating capacity, Aquatic Center, village for athletes competing in the 2019
Southeast Asian Games, government housing, and support service facilities.

Upon satisfactory completion of the project’s Phase 1A, work for the project’s Phase 1B will commence for
the construction of more government offices and residential units on a 20-hectare land.
MTD is targeting to complete Phase 1A by Oct. 15, 2019.
