Singapore’s development giant sets sights on New Clark City

Imagine massive green open spaces, bike lanes, high-speed internet connection, and probably
even self-driving cars in the “city of the future” that will soon rise at the Clark Special
Economic Zone.

This is the vision of Surbana Jurong, Singapore’s largest engineering firm and a leading expert
in urban and infrastructure development, for New Clark City, a 9,450-hectare metropolis about
100 kilometers north of Manila.

“I think you will probably be seeing the next generation of city that is coming up. A lot of
people are asking what the city of the future is like. In New Clark City, we are putting on a type
of digital network. It’s going to be smart, as well as sustainable,” Surbana Jurong CEO Wong
Heang Fine told business television station CNBC.

“It will be a showcase for the Philippines…I think that is very exciting, and [it is] a very unique
city that is going to come up,” Wong said.

Last February, the Bases Conversion and Development Authority (BCDA) and Japan Overseas
Infrastructure Investment Corporation for Transport and Urban Development (JOIN) signed a
Memorandum of Cooperation with Surbana Jurong. Surbana Jurong is BCDA’s development
management partner for the full implementation of New Clark City.

The New Clark City, one of the big-ticket projects of BCDA under the Duterte administration’s
Build Build Build infrastructure program, will not only decongest Metro Manila but is also
envisioned to be the next premier economic hub in Asia.

Wong expects the New Clark City to attract a “whole new industry” of technology companies.

“Part of our task in New Clark City is really to see a bit forward, not just in 2022, but really 10
years from now,” Wong said.

BCDA President and Chief Executive Officer Vivencio Dizon has said that the vision is to build
a future-proof metropolis.

The New Clark City is designed to be the country’s first smart, green, and resilient city where
nature, lifestyle, business, education, and industries converge.

One of the components of the New Clark City, the National Government Administrative Center
(NGAC), broke ground last January. The NGAC involves the development of back-up offices
of various government agencies to ensure continuous business operations in case of calamities
and disasters.

Phase 1A of the NGAC project, which covers 40 hectares, also features the construction of
world-class sports facilities to be used for the Southeast Asian Games in November 2019.

The government envisions New Clark City, a new metropolis that will rise within the Clark Special
Economic Zone, as a city of the future, Finance Secretary Carlos Dominguez III said.

At the Philippine Economic Briefing held in Pampanga, Dominguez said Clark will be the
showcase of the Duterte administration’s economic strategy promoting inclusive development.

“We expect this area to be the growth driver of Central and Northern Luzon,” Dominguez said. “It
captures what the Build Build Build program aspires to achieve,” he said.

Spanning 9,450 hectares, the New Clark City will be the first smart, green, and resilient metropolis
in the country. It is one of the big-ticket projects of the Bases Conversion and Development
Authority (BCDA) under the Build Build Build infrastructure program.

“The New Clark City will soon be the next big metropolis. This, truly, is where the future begins.
We envision this as the hub of agro-industrial facilities, as well as the home for cutting-edge
technology companies,” Dominguez said.

For his part, BCDA President and Chief Executive Officer Vivencio Dizon committed to finish the
New Clark City construction “in record time.”

“I think that this is a testament to two major differences to the government of President Rodrigo
Duterte; and that’s boldness and swiftness. We will do the things that need to be done boldly and
very fast,” Dizon said.

“We promised ourselves that we will never be accused of being ‘no action, talk only’. We promised
ourselves that this government would not be like that. We would be all action, very little talk,”
Dizon added.

The construction of New Clark City, a modern metropolis envisioned to be next growth driver in
Luzon, is on track, the Bases Conversion and Development Authority (BCDA) said Monday.

This was assured by BCDA President and Chief Executive Officer Vivencio Dizon after meeting
with President Rodrigo Duterte about New Clark City, one of the big-ticket projects of BCDA
under the Build Build Build infrastructure program. The New Clark City will be the country’s first
smart, green, and resilient metropolis in the country.

“The planned developments in Clark will not only happen very soon; they are already happening as
we speak,” Dizon said.

In a meeting at Malacaňang last April 4, Dizon reported to President Rodrigo Duterte the
construction progress at the 9,450-hectare New Clark City.

“This is a legacy project and we have to finish it quickly,” Dizon quoted Duterte as saying.

Duterte himself sees Clark as an ideal investment destination in the country. “For want of space, if
people would go to us, easily I would say, ‘Go to Clark’,” the President said in December last year.

One of the components of New Clark City is the National Government Administrative Center
(NGAC) involving the construction of back-up offices of various agencies to ensure continuous
business operations and services in case of disasters or natural calamities. The NGAC project broke
ground last January 23.

Phase 1A of NGAC also features the construction of world-class sports facilities to be used for the
Southeast Asian Games in November 2019. It covers 40 hectares.

Infrastructure developer AlloyMTD, the Philippine unit of MTD Capital Berhad which won the bid
to build the government hub, committed to finishing Phase 1A in time for the SEA Games.

“To achieve this, we mobilised four times the number of construction equipment normally needed.
As of today, we have 101 different types of equipment in the project site and will increase to 150
by end of the month,” said AlloyMTD Chairman Engr. Isaac David.

“This is on top of the precast technology we are using which means some parts of the buildings are
being done in factories and will be joined together at the project site,” he added.

Architect Royal Pineda of the Budji+Royal firm said the New Clark City is the “best opportunity to
celebrate Filipino history and culture” as the design and materials to be used for the construction of
world-class sports facilities will be distinctly Filipino.

“Bold and confident, this modern Philippine city will be our new face to the world. We believe we
can redefine and make our standards fit with our modern needs and achieve authenticity in our
cities,” Pineda said.

BCDA has tapped Budji+Royal Architecture+Design to design the New Clark City; the sports and
residential facilities, as well as the government buildings at NGAC; and the new passenger terminal
at the Clark International Airport.

Set to emerge as Asia’s next aerotropolis, Clark is a strategic investment opportunity, the
Bases Conversion and Development Authority (BCDA) said.

BCDA is one of the key government agencies tasked to implement President Duterte’s
ambitious Build Build Build program that will improve and modernize the Philippines’
infrastructure. Build Build Build is the boldest, most ambitious infrastructure program in
recent history.

“Clark is on its way to becoming Asia’s next aerotropolis with the development not only of
the airport, but the Clark Freeport as well, and the construction of the first smart, green,
and resilient New Clark City (NCC),” BCDA Senior Vice President for Business
Development and Operations Group Joshua Bingcang said.

Aerotropolis is the concept of developing a city with the airport at its center.

Bingcang was joined by airport operators, city planners, social infrastructure developers,
and city council representatives during the 3rd Annual Aerotropolis Conference held in
Kuala Lumpur, Malaysia.

Aside from Bingcang, distinguished guest speakers who attended the conference were
Alan Isaacs, director of Asia Pacific International Business at the Munich Airport
International in Germany; Jomon Varghese, managing director and CEO of Aerotopolis
Group in Australia; Rob Mactaggart, chief executive officer of The Airport Group Australia;
Arja Lukin, project director of Airport City Aviapolis in Vantaa, Finland; Caspar Baum,
director aviation of Surbana Jurong Private Limited in Singapore; and Cosmas
Hamadziripi, director of policy and planning of the Department of Economic Development,
Tourism and Environmental Affairs in South Africa.

At the conference, the BCDA invited potential investors for the construction of the access
road from CRK to the NCC, the new metropolis that will rise in the Clark Special Economic
Zone; and the operations and maintenance (O&M) of the Clark airport.

The Clark International Airport (CRK) is envisioned to be a major gateway, with its
capacity expected to increase to 80 million passengers yearly at full development.
A new world-class terminal building, which broke ground last December 2017, is projected
to accommodate eight million passengers per annum. Phase 1 is expected to be
completed by June 2020.

In 2017, CRK accommodated a total of 1.5 million passengers. Of the total, 1.08 million
passengers took international flights while 431,343 were domestic passengers. As of
March, domestic and international flights per week increased to 452 from 406 last
January.

BCDA is also building the NCC, which is expected to attract investors to further propel
economic growth in the region. Apart from modern transport hubs and a mixed-use
business and industrial community, the NCC will also feature the National Government
Administrative Center (NGAC).

The Bases Conversion and Development Authority (BCDA) and Japan Overseas Infrastructure
Investment Corporation for Transport and Urban Development (JOIN) signed a Memorandum of
Cooperation with Surbana Jurong of Singapore on February 12, 2018 in Mactan, Cebu.

Singapore Ambassador to the Philippines Kok Li Peng, Special Advisor to the Prime Minister of
Japan Hiroto Izumi, and Philippines’ Finance Secretary Carlos Dominguez III and other members
of the Cabinet witnessed the signing led by BCDA President and Chief Executive Officer Vivencio
Dizon, JOIN President and Chief Executive Officer Takuma Hatano, and Surbana Jurong Group
Chief Executive Officer Wong Heang Fine.

The collaboration marks the full implementation of New Clark City anchored on the
Comprehensive Master Development Plan developed by BCDA and JOIN, in partnership with
urban planning and engineering firms AECOM, Nippon Koei, and Philkoei International
Incorporated.

In the agreement, Surbana Jurong will assist BCDA and JOIN in drafting the development
management framework, design standard guidelines and environmental guidelines to complement
the masterplan of New Clark City.

“Surbana Jurong is proud to support BCDA and JOIN in developing New Clark City into the next
big metropolis and become a showcase to the world of a smart and green city. We will leverage our
over 50 years of urban and infrastructure development expertise and our global capabilities to
manage the development of the city, and help the Philippine Government bring this vision to

Surbana Jurong will also help in utilizing Public-Private Partnerships to entice investors to New
Clark City. It will also advise in the implementation plan of pioneer developers in New Clark City
such as Filinvest Land, Inc.’s mixed-use industrial real estate developments, and MTD Capital
Berhad’s National Government Administrative Center. It will also establish the framework of a
smart city concept that will have fully-integrated infrastructure and utilities for power, water,
sewerage, information and communication technology (ICT), security, and traffic management.

Mr. Wong Heang Fine added that “New Clark City has tremendous potential, and we are
committed to be long-term partners in the city’s growth. The transformation of this area will bring
about sustainable growth and create jobs locally, and ultimately bring about long-lasting economic

Surbana Jurong is a wholly owned company of Temasek Holdings Singapore formed through the
merger of renowned urban planning and affordable housing leader Surbana International
Consultants, and industrialization corporation Jurong International. It has 50 years of experience in
the development of Singapore’s urban, industrial and infrastructure landscape.

Meanwhile, JOIN President and CEO Takuma Hatano recognized the significance of the Manila-
Clark Railway (PNR North Railway) project in developing New Clark City as one of Japan’s
biggest projects in the Philippines. The 106-kilometer alignment will connect Tutuban, Manila to
the Clark International Airport and New Clark City.

“The railway will immensely benefit commuters as it will cut down travel time from Manila to
Clark in an hour, from the current 2-3 hours travel time,” Hatano said. He added that the railway is
designed to accommodate around 350,000 passengers per day and will provide an efficient and
more comfortable travel experience to commuters.

The first phase of the project is expected to be completed in 2021. The Manila-Clark Railway is
being implemented by the Department of Transportation in partnership with BCDA, and will be
funded through Japan’s official development assistance. The feasibility study and the detailed
engineering design for the railway will be funded by the Japan International Cooperation Agency
(JICA).

The 9,450-hectare New Clark City is envisioned to be a new metropolis that will rise in the Clark
Special Economic Zone, in Capas and Bamban, Tarlac. It is designed to be the country’s first smart,
green, disaster-resilient city, where nature, lifestyle, business, education, and industries converge,
and will be at par with other modern cities in the world.

New Clark City will feature mixed-use real estate developments for housing, a business continuity
center that would also house national government agencies, an agro-industrial park and an
international food market. The city will have wide pedestrian lanes, exclusive bicycle lanes, and an
integrated mass transit lane. Phase 1 of the project is expected to be completed in 2022.

facilities to be completed in time for 2019 Southeast Asian Games

Capas, Tarlac—The National Government Administrative Center (NGAC) at the New Clark City
broke ground today, January 23, 2018. High-ranking officials of the National Government led by
Executive Secretary Salvador Medialdea, Foreign Affairs Secretary Alan Peter Cayetano, Transport
Secretary Arthur Tugade, DPWH Secretary Mark Villar and BCDA President Vince Dizon graced the
ceremonies together with local officials led by Tarlac Governor Susan Yap and Capas, Tarlac Mayor
Reynaldo Catacutan.

Phase 1 of the 200-hectare National Government Administrative Center involves the development
of back-up offices of various agencies to ensure continuous business operations and services for
the people in case of disaster or national calamities. There will also be a one-stop-shop for all the
businesses located in Region 3.

The P13.16B Phase1A of the project will also be of great significance to the 2019 Southeast Asian
Games which the Philippines will be hosting. A world-class Sports Complex with an Aquatics and
Athletics Center will be completed in less than two years and will serve as a venue for the athletics
and water sports event of the 30th SEA Games scheduled on the last quarter of 2019. The Stadium
shall have a seating capacity of 20,000 while the Aquatic Center shall have a seating capacity of
2,000.

Once completed in 2019, the project’s Phase1B will commence for the construction of additional
government office buildings, government housing units, and support service facilities on a 20-
hectare land. Aside from this, small-scale retail and services facilities including banks, health
centers, and hotels will be put up in adjacent zones.

MTD Capital Berhad of Malaysia won the bid to build the government hub in Tarlac, after submitting
its proposal to the Bases Conversion and Development Authority (BCDA) and undergoing the
Competitive Challenge.

New Clark City, BCDA’s most ambitious project to date, is a new metropolis that will rise within the
Clark Special Economic Zone, in Capas and Bamban, Tarlac. It is envisioned to be the country’s
first and only smart and green city, which will feature mixed-use real estate developments, an agro-
industrial park, and a food processing terminal.

Also present in the ceremony are Senator Joel Villanueva, Representatives Karlo Nograles, Albee
Benitez, Pia Cayetano, PMS Head Ferdinand Cui, Undersecretaries Rene Solidum, Cathy Cabral,
