BCDA: New Clark City deal ‘most transparent, aboveboard’ The Bases Conversion and Development Authority (BCDA) on Monday, December 2, said thatits joint venture agreement (JVA) with MTD Capital Berhad for the development of New ClarkCity Phase 1A, which includes the sports facilities being used in the SEA Games, wasimplemented in the “most transparent” and “aboveboard” way possible. In a press conference held with Government Corporate Counsel Atty. Elpidio J. Vega, BCDAPresident and CEO Vince Dizon laid down the facts, emphasizing that the JVA with thedeveloper underwent all the legal requisites and processes, and that it is very advantageous tothe government.  According to Dizon, “the OGCC never gave an unfavorable opinion” in the January 30, 2018contract review by OGCC.  “The OGCC gave its comments and suggestions to which BCDA addressed and clarified. TheOGCC, in response to clarifications made by BCDA, unequivocally said that the ‘provisions ofthe executed JVA and the legal framework of the Project are in compliance with the existinglaws, rules and regulations’,” Dizon said, citing the latest October 2, 2018 opinion of OGCC.  Vega further validated this during the press conference, saying, “the contract review which wasissued way back in January was indeed not a negative opinion or contract review but, in fact, itapproved and gave the go signal to BCDA.”  “I hereby confirm that the same is really aboveboard and we found no legal impediment to itsexecution,” Vega said.  BCDA was advised by the Asian Development Bank (ADB) on all financial, technical, and legalaspects of the project from beginning to end. “This included the mode of building the sports facilities that went through public procurementthrough a competitive Swiss challenge,” Dizon said, refuting reports that the deal did not gothrough public bidding.  On the unfounded allegation that the deal was designed to “defraud the government,” Dizonsaid “the sports facilities were not part of the original proposal for MTD for Phase 1. It wasBCDA who required that they be part of Phase 1 to fulfill requirements for the South East AsianGames 2019.”  “The contract is very advantageous to the government because the government will not pay asingle centavo to the developer, until the sports facilities are completed and accepted,” headded.  The New Clark City sports facilities, which include the Athletics Stadium, Aquatics Center andthe Athletes’ Village, are already being used by athletes and spectators in the ongoing 30thSouth East Asian Games.  Dizon further pointed out that “MTD borrowed from DBP under commercial terms without anyguarantees from the PH government, including BCDA.”  “The only guarantee submitted to DBP is a guarantee by MTD’s mother company in Malaysia,”he said.  -END- Reference:Leilani Barlongay-MacasaetAssistant Vice President for Corporate Communications09088998578

The Memorandum of Agreement to operate Phase 1 of the PGH-SSMW will be signed by UP PresidentConcepcion, and National Government Administrative Center (NGAC) Phase 1A Joint Venture Chair, Mr.Isaac David. The PGH-SSMW is beside the New Clark City Athletics Stadium, which is part of the Sports Complex thatwill serve as the national training center of Filipino athletes and host to major international sports eventsstarting with the SEA Games. The complex boasts of a 20,000-seater Athletics Stadium, a 2,000-seater Aquatics Center with an Olympic-size pool, and an Athletes’ Village which will house the SEA Games athletes, officials and volunteers.Depending on the population growth of the community, the PGH Polyclinic will expand initially to a 25-bedhospital and then to a 200-bed hospital. With the full development of the New Clark City decades from now,a 1,000-bed PGH is being planned. BCDA is implementing the New Clark City project, a 9,450-hectare metropolis that is considered a flagshipproject of the national government in the northern portion of the 32,000-hectare Clark Freeport and SpecialEconomic Zone. The master planned metropolis will host businesses, domestic and international trade, regional tourismcenters, schools and hospitals, research and development entities, national government offices, andheadquarters of international offices.

New Clark City hosts successful inaugural triathlon More than a thousand athletes participated in the first-ever triathlon held in New Clark City fromOctober 19-20, 2019. The event, organized by the GoClark Sports and Events and the BasesConversion and Development Authority (BCDA), welcomed participants from all ages with thehosting of the Kids’ Triathlon, fun run, and the major triathlon race. “We’re fortunate that a lot of athletes and spectators supported the event. Hopefully these sportsfacilities will eventually help promote wellness and healthy living for many Filipinos. Seeing thefaces of the participants, they were so happy. It’s just the beginning of what’s more to come [herein New Clark City] in the next few years,” BCDA President and CEO Vince Dizon said. Official Testgames will start next week and will be participated by international athletes.
